Description
When Smuxi is used over UMTS or other slow networks with smuxi-server the connection can take a long time. If the network connection is bad enough it might be not possible at all to connect. For this reason Smuxi should support a "Low Bandwidth Mode" which would not sync the message history. This would make it possible to still talk with someone using Smuxi.

[Frontend-GNOME] Implemented Low Bandwidth Mode (closes: #591)
In Low Bandwidth Mode the frontend will no longer sync messages from the
Session nor will it keep track of last seen highlights. This is very
useful for slow networks like UMTS or GRPS.

When being in LBM "focus in" nor the "switch page" events should update the
last seen highlight state. When the user reconnects in regular mode he would
have missed the highlights prior entering the LBM.
Also don't update the chat positions when disconnecting from LBM.
