Description
Currently we can only add filters on specific channels. This doesn't work very well in the instance of, for example, wanting to filter all join/part messages on Freenode; one would be forced to create a separate filter for every channel one is likely to join. The exact mechanism to do this doesn't really matter, as long as the capability is there.
