Description
In order to cleanly fetch all modes from a channel Smuxi should support the LISTMODE feature as defined in:
http://www.shanemcc.co.uk/irc/#listmode
This will allow Smuxi to sync all modes without the currently used banlist hack that is needed when joining a new channel to know when all modes are received.

The implementation can be tested against the eloxoph IRCd:
<Elmaron@Eloxoph> I implemented it into weircd aswell as it's not hard to do and is a senseful addition imho <Elmaron@Eloxoph> so you can test it on eloxoph if you want to
